DISPATCH PLATFORM

The Right Crew. The Right Tools.
The Fastest Route.

Industry data shows that 23% of utility crew dispatches result in a wasted mobilisation , the crew arrives on site but lacks the right materials, the right certification, or the right equipment to complete the job. Each wasted mobilisation costs 45-90 minutes of crew time, delays restoration for affected customers, and adds EUR 150-EUR 400 in unproductive travel costs. Argus scores every available crew on six weighted factors , proximity, skill certifications, on-vehicle materials, vehicle capability, fatigue status, and current workload , to recommend the optimal assignment every time. The nearest crew is not always the best crew. The best crew is the one that arrives with everything needed to fix it the first time.

Stop dispatching by gut feel and radio traffic. Start dispatching by intelligence , and cut your average travel time by 18-25%, eliminate 90%+ of wasted mobilisations, and improve first-time fix rates from the industry average of 72% to above 90%. EU Working Time Directive compliance enforced automatically.

AI That Knows Which Crew to Send.

Traditional dispatch is a controller looking at a list of available crews, guessing who is closest, and hoping they have the right skills and materials. That approach worked when you had 10 crews and 20 work orders. It fails when you have 50 crews, 200 work orders, an Atlantic windstorm approaching, and half your workforce is within 2 years of retirement. Argus evaluates six weighted factors , configurable by your operations team to reflect your priorities , and ranks every available crew for every work order in real time. The AI recommendation updates as crews move, complete jobs, consume materials, and accumulate hours against EU Working Time Directive limits.

Proximity25%

Real-time GPS location and traffic-aware travel time to the work site , not straight-line distance. Accounts for road closures, construction zones, and bridge weight limits that affect heavy utility vehicles. Routing optimised for European road networks with multi-language turn-by-turn navigation.

Skill Match25%

Crew certifications verified against job requirements , IEC live-working qualifications per EN 50110, arc flash protection per EN 50110-1, national authorisation cards (e.g., UK EUSR, German DVGW, Irish Safe Electric), national plumber/gas registration, and Seveso III competency records. Collective bargaining agreement classification rules enforced automatically to prevent disputes.

Material Readiness20%

On-vehicle inventory matched against the bill of materials for the specific work order. A crew with 1 transformer, 60 metres of primary cable, and 4 splice kits on the vehicle scores higher for WO-4821 (transformer replacement) than a closer crew carrying none of those materials. Eliminates the 23% wasted mobilisation rate caused by material mismatches.

Vehicle Capability15%

Vehicle type matched to work requirements , MEWP (mobile elevating work platform) for overhead line work, crane lorry for pole replacement, service van for metering, mini-excavator for water main repair, CCTV van for sewer inspection. Sending a service van to a pole replacement job wastes a mobilisation regardless of crew proximity.

Fatigue Status10%

Hours worked in current shift, hours since last 11-hour rest period per EU Working Time Directive (2003/88/EC), and cumulative hours over the past 7 days. The Directive limits average working time to 48 hours per week and mandates 11 consecutive hours of daily rest. Extended storm shifts require mandatory rest tracking. Dispatching a fatigued crew is a safety risk and a legal liability , Argus prevents it automatically.

Current Workload5%

Number and priority of existing assignments. A crew completing their current job in 15 minutes may be a better choice than a currently-available crew 30 minutes further away , Argus models the completion time and factors it into the recommendation.

Crew Ranking

All skills matched and materials available, but 22-minute travel time and currently 10 hours into shift. Approaching EU Working Time Directive daily limit reduces ranking. Better candidate for morning assignments after mandatory 11-hour rest.22 min

Your Dispatch Board. Your Way.

Every controller works differently. Some are visual , they want a map and drag-and-drop assignment. Some are data-driven , they want sortable tables with filtering. Some are multi-taskers , they want the map and the list side by side. Argus provides three dispatch board views that preserve full context when switching , because losing your mental model of crew positions when you toggle views costs 2-3 minutes of reorientation that your customers cannot afford during a storm. Multi-language interface supports English, French, German, Italian, Spanish, Dutch, and Portuguese for pan-European operations.

Work orders on the left panel, live GIS map on the right. Drag a work order onto a crew icon to assign. Click a crew to see their score for the selected work order. The view most controllers prefer during normal operations.

Know What Every Vehicle Is Carrying.

A crew arriving on site without the right materials is the most expensive mistake in utility dispatch. The crew wastes 45-90 minutes round-tripping to the stores. The customer waits an extra hour for restoration. The first-time fix rate drops from 90% to 0%. And in storm conditions, a single wasted mobilisation can delay restoration for 200+ customers. Argus tracks on-vehicle inventory in real time , updated as materials are consumed on each job , and compares job material requirements against vehicle inventory before the dispatch recommendation is made. Green means the crew has everything. Red means they are short. The controller sees it before making the assignment, not after the crew arrives on site.

On-Vehicle Inventory

Real-time inventory of every material on every crew vehicle , transformers, conductor, splice kits, fittings, pipe, fuses, arresters, metres, and consumables. Updated automatically as materials are consumed against work orders. Stores restocking recommendations generated when on-vehicle levels drop below minimum thresholds.

Need vs. Have

Before dispatch, Argus compares the bill of materials for the specific work order against the assigned crew's on-vehicle inventory. Green means every required material is on the vehicle. Yellow means a substitute is available. Red means the material is missing and must be sourced from stores or another vehicle. The controller sees this comparison before confirming the assignment , preventing the wasted mobilisation that costs 45-90 minutes.

Low-Stock Alerts

Automated alerts when on-vehicle inventory drops below configurable minimum thresholds , set by material type and crew assignment territory. Crews receive restock notifications at shift end or when passing within 3 kilometres of a stores location. Eliminates the morning scramble of crews discovering they are short on transformers before their first job.

Cost Tracking

Every material consumed on every job is tracked, costed at current replacement value in EUR, and allocated to the work order for CAPEX vs. OPEX classification per regulatory accounting requirements. Real-time visibility into work order material expenses by type, crew, district, and time period. Feeds directly into your EAM financial module and storm cost recovery documentation for regulatory submission.

Your Fleet. Fully Visible.

Utility fleets are among the most diverse in any industry , MEWPs, crane lorries, service vans, mini-excavators, CCTV vans, vacuum excavators, cable drum trailers, and increasingly, electric vehicles. Each vehicle type has different maintenance requirements, different fuel/charge needs, and different dispatch suitability. Argus tracks vehicle health, fuel/charge status, GPS position history, and active faults for every vehicle in your fleet , so you never dispatch a MEWP with a hydraulic fault to a job that requires aerial work, and you never strand an EV service van in a rural area without charging infrastructure. Fleet data processed in EU sovereign cloud with full GDPR compliance.

Dispatch Smarter. Restore Faster. Serve Better.

Every dispatch decision has downstream consequences that ripple across your DSO's performance metrics. Send the wrong crew and CI/CML or SAIDI increases by 45-90 minutes. Send a crew without materials and your first-time fix rate drops to zero. Dispatch a fatigued crew and you breach the EU Working Time Directive , creating both a safety risk and a legal liability. Assign a job to a crew without the required EN 50110 certification and you violate national safety legislation and collective bargaining provisions. These are not hypothetical risks , they happen hundreds of times per year at utilities that dispatch by gut feel, radio traffic, and the controller's memory of who is available. Argus makes sure every dispatch is the right one , backed by data, scored by AI, and documented for regulatory audit.

Intelligent dispatch is not a luxury , it is the difference between meeting your CEER reliability targets and explaining to your national regulatory authority why you missed them. Between a 72% first-time fix rate and a 92% first-time fix rate. Between a workforce that trusts the dispatch system and one that works around it.

Your crews deserve dispatch intelligence that sends them to the right job with the right tools. Your customers deserve the faster restoration that follows. And your national regulatory authority deserves the improved reliability metrics that result.
